Grassroots Activism: Solar Fee Defeated in Utah High five to the many Utahns who fought against a utility-backed "solar fee." Rocky Mountain Power wanted to charge a monthly fee of $4.65 for rooftop solar homeowners, but more than 10,000 citizen comments and hundreds of public speeches later, the fee was rejected by the Utah Public Service Commission late last week.
